Fjernvarme Fyn Fangst A/S - a newly founded entity under Fjernvarme Fyn Holding A/S – herafter FFF, hereby invite bidders for a two phased competition of the award of contract for the construction of a Carbon Capture plant for CO2 capture at Fjernvarme Fyn waste incineration plant at Havnegade 120, 5000 Odense C, Denmark.
The procedure will be divided into two phases. The first phase will be the FEED Study phase which is the phase tendered with this RFP.
The second phase will be the Carbon Capture Contract phase, and this phase will be conducted after the FEED studies are awarded and the contracts for the FEED studies have been concluded.
FEED proposal phase: Four bidders have been selected to participate in this RFP and are encouraged to submit a proposal to carry out a complete FEED study. Only the four selected bidders have the right to submit a proposal.
CC Contract phase (FEED study execution): Based on the evaluation of the proposals, FFF will select two of the bidders to carry out a complete FEED study (hereafter FEED contractors). During the FEED study execution phase, FFF will negotiate the terms of the Carbon Capture (CC) contract with both FEED contractors.
This RFP sets out the proposal framework for the first phase (FEED proposal phase) involving the execution of a Front-End Engineering and Design (FEED) study’s, which will provide the foundational technical and commercial insights necessary for FFF to select one contractor who will be assigned the Carbon Capture Contract.
The two FEED contractors will during the CC Contract phase (FEED study execution) compete with each other to prepare the most economically advantageous offer based on the FEED study they prepare during the FEED phase CC Contract phase. A new request for proposals (herafter RFP CC Contract Phase) will be launched during the FEEDthis phase.
Based on the evaluation of the proposals set out in the RFP CC Contract Phase, FFF will award the Carbon Capture Contract (hereafter CC Contract) to one of the FEED contractors.
